Community Policing in Thiruvananthapuram City(CATCH)
CATCH (Combined
Action against Thieves, Cheats and Hooligans) is a
community oriented scheme of Thiruvananthapuram City
Police aimed at Controlling and Preventing antisocial
activities basically theft, cheating and hooligan/rowdy
behavior in and around the residential colonies of
Thiruvananthapuram City. The motto of the program
is SAFE NEIGHBOURHOODS. This program has come to effect
from 25th May, 2000.
Implementation
of the Scheme
Thiruvananthapuram City Police has implemented this
scheme with the active particpation of the residents'
associations who are willing to co-operate in this
novel venture. In the initial stage itself 53 residents'
associations have come forward to participate in the
program. A coordinating body under the direct supervision
of Commissioner of Police, Thiruvananthapuram City
is supervising and monitoring the functioning of CATCH.
The
coordinating body consists of one representative from
each residents' association along with Asst. Commissioner
of Police (Administration) and Asst. Commissioner
of Police (Control Room). This coordinating body is
responsible for the proper implementation and working
of CATCH.
Programs
Under Catch
CATCH functions in close liaison with the Executive
Committee of residents' associations, Police Stations
concerned and the Police Control Room. Following are
the specific areas of activities.
a.
Separate beat books are kept at different points in
the residential areas in consultation with the Executive
Committees of the residents' associations. The night
patrol parties from the Police Station as well as
Flying Squads visit this colony twice every night
(Once before midnight and after midnight) and sign
the beat books. ACP, Control Room and the Station
House Officer of the Police Station concerned are
supervising this work.
b.
The residents' association can inform ACP Control
Room and SHO of the local Police Stations about any
house in the respective residential area, which are
locked, and the inmates are away from the City. ACP,
Control Room will instruct the Flying Squads to visit
this locked house and sign the beat books twice in
the midnight. Station House Officers will also instruct
the night patrol party accordingly.
c.
The residents' association will collect details of
aged couples residing alone in their colonies and
inform the details to ACP Administration. ACP Administration
and ACP Control Room will visit these aged couples,
once in a fortnight, along with one of the representative
of the respective residents' association and ensure
that proper arrangements are made by Police for their
safety and to settle their security related grievances.
Beat books are also kept at the houses of the old
couples.
d.
Residents' associations can contact the City Police
Control Room in case of requirement of emergency services
like ambulance etc. A list of ambulances available
in the City including private ambulances is kept ready
at Police Control Room. As and when a request is made
from the residents' association, Control Room will
contact one of the ambulances and its service will
be made available to the required place.
e.
The residents' associations inform the Station House
Officer concerned and the Control Room if vagabonds
etc. frequent their colonies. They should also assist
the Police in taking action against the vagabonds.
f.
The residents' associations can also inform Control
Room if any attempt is made to cheat housewives in
the guise of sale promotion, donation, festival collection
etc. When the Control Room receives any such information,
ACP Control Room will get the information verified.
If it is found to be a case of cheating, the concerned
Station House Officer will be intimated. This process
will be completed within 24 hours of the receipt of
the information.
g.
Residents' association should also inform ACP Control
Room, ACP Administration or SHO concerned if they
find that any suspicious/antisocial activities are
going on at any place in the colony. On receipt of
such information, the SHO will initiate appropriate
legal action against the person(s) concerned.
h.
Residents' association should furnish the list of
servants/house maids/other domestic helps employed
by them with their address to ACP Control Room, if
they want to verify their antecedents. On receipt
of such information ACP Control Room will contact
the concerned SHO irrespective of jurisdiction and
will collect the details and should be informed to
the respective association.
i.
The local Sub Inspector attends the Executive Committee
Meeting of the Residents' associations once in a month
where by the members get an opportunity to inform
the SI about the security concerns and to find suitable
suggestions to resolve it.
j.
Residents' association form support groups of residents
who will help the night patrol parties from Police
Stations. The residents' associations themselves should
decide list of members in such bodies.
k.
ACP Administration devices educational programs including
multimedia presentations against drug abuse, traffic
awareness, road safety, crime prevention etc. in consultation
with Commissioner of Police, Thiruvananthapuram City.
Such programs are held in residential colonies once
in a month.
l.
Each police station jurisdiction is divided into sectors.
4-5 police personnel are deputed in charge of each
sector to maintain lesion with the residents of the
respective sector. They form a committee with the
office bearers of the residents' associations with
in the sector to ensure crime prevention.
Monitoring
ACP Administration and ACP Control Room do the day-to-day
monitoring of the program. ACP Control Room, ACP Administration
and Station House Officers enter all the daily activities
in CATCH and maintain the registers. On every second
Saturday at 5 pm a meeting of the coordinating committee
is held at the cabin of Commissioner of Police, Thiruvananthapuram
City to review the actions in CATCH.
This
is an initiative of Thiruvananthapuram City Police
to improve living standards through community action.
